pulling a plane out of the water, the recovery process  about to get underway this morning after a plane sank near sausalito. a heat wave in time for your holiday weekend triggers a heat advisory. we'll have more on that coming up. police are on the lookout for drunk drivers. we'll tell you about the crackdown now underway. and the bombshell in the final day of testimony in the casey anthony, just days before the jury gets set to start deliberations.

good morning. welcome to ktvu mornings on 2. it is saturday, july 2nd, and yes, it will indeed be a very hot one today. lett get right to rosemary and check your forecast. hey, rosemary. >> good morning! yes, we need to gear up for the hot weather. it is going to be a scorcher in some cases. a heat advisory issued by the national weather service from noontime today until 9:00, pretty widespread. interior areas north bay, east bay and south bay. the only areas not included on the coast. temperatures in the mid to upper 90s for today. so just drink plenty of water. this morning we're waking up warmer and our afternoon highs definitely warmer. we'll look at today and the weekend, coming up. we begin with developing news out of sausalito, and just about an hour crews will begin working to pull a seaplane out of the bay after it capsized yesterday evening. the incident happened at 7:30

in richardson bay, and it was all caught on video. ktvu's ali rasmus joins us live with what is happening right now. ali. >> reporter: mike, i spoke with the police sergeant this morning, who says this plane will be pulled out of the water and that recovery process is expected to start around 9:00. he explained 9:00 is when they'll do this because that's when it will be slack tide here on the bay. slack tide means there will be no underwater tidal current. and even now you can sigh the water here is very calm. police estimate this plane right now is about 20 to 40 feet below the surface of the water. after it sank trying to take off yesterday evening. amateur video captured the plane's attempted takeoff. the plane made its just a few pleat in the air before bobbing back into the water it sinking. the 75-year-old pilot and a

passenger managed to climb out of the plane. they stood on the wings until some nearby boaters came to their rescue. the pilot and the passenger were not hurt. >> there was a guy standing holding his stuff on one wing and on the other wing a guy crouched lower, holing more stuff. >> we're talking different witnesses, trying to figure out if it was more possibly plane catching the wake and being momentarily airborne, and then in the water or possibly pilot error. >> police say alcohol does not appear to be a factor in this incident. police have contacted the army corps of engineers to help them pull the plane out of the water and they say at this point, they're not concerned about the plane leaking any fuel out here on the bottom of the bay. back out here live, there is a coast guard vessel on the water. however, they say they're not involved in the recovery of the

plane. a little later this morning police are supposed to meet us out here to give us an update on this recovery process. we'll check back with you about a half hour from now. ali rasmus, ktvu channel 2 news. in news from overnight, a man was airlifted to uc davis medical center after crashing on interstate 80. the chp says he lost control of his vehicle after 3 this morning. his suv flipped, hit the guardrail and landed on its roof. his current condition has not been released. the chp is investigate whether alcohol was involved. police are investigating two deadly shootings in oakland. this morning officers fond a man on the 5700 block of international boulevard. paramedics rushed him to the hospital where he died from gunshot wounds. another shooting happened just after 10:15 last night, officers responded to this street it and found one dead there. no one in custody for either shooting. also in oakland, police

have new security video of an armed robbery in hopes of catching the thieves. three young men held up the oak knoll market on may 4th. no shots were fired, and police say they got into a dark blue jeep cherokee to escape. a protest over pg&e smart neaters has led to an alert. santa cruz deputies arrested a man who blocked a utility truck trying to leave the live oak facility. deputies say josh hart and another protestor laid down in front of the truck. he will be charged with trespassing interfering with a business and blocking a sidewalk. the other protestor was also cited. hart was arrested on similar charges at another protest last month. new this morning, france records its first death from the e.coli outbreak. doctors believe the 78-year-old victim ate tainted grape seeds. she died this morning. investigators have linked the

outbreak to seeds sold by the english food vendor thompson and morgan but the company says the seeds came from egypt. they're used often in african and indian cuisine. the former head of the international monetary fund is no longer under house arrested but he still faces sexual assault charges. the credibility of the woman who says dominique strauss-kahn attacked her is now in question. prosecutors say the maid committed fraud in the past and has also lied about what she did in the moments after that alleged attack. the manhattan district attorney's office says she also called her boyfriend and told him, this guy has a lot of money, i know what i'm doing. the boyfriend was in an immigration jail so the call was recorded, but it took weeks to translate it. tempers flared outside his apartment building as journalists and photographers tried to get a glimpse of him. >> move the car! >> one photographer may have gotten too close to the former international monetary fund

chief yesterday. he was order today move his car. as the photographer gets into his vehicle, you can see strauss-kahn getting out of his car and going into his apartment building. although he is allowed to leave his home, he cannot leave the country. he is due back in court on july 18th. after a break today, closing arguments in the casey anthony murder trial will begin. jurors are expected to start deliberations tomorrow evening if a verdict is not immediately reached a jury will also deliberate on the 4th of july. casey anthony is charged with murdering her two-year-old daughter caylee in 2008. the state rested its case yesterday after prosecutors called casey's mother's former employers to take the stand. they testified that cindy anthony did not work from home and records show she was at work when she claimed she was searching for chloroform on her home computer. >> did miss anthony in march of 2008 have the capability to

adding extra trains in the evening to help move the large crowds expected for the fireworks display in san francisco. caltrain also says it will add extra trains departing from san francisco following monday's fireworks show along the waterfront with the last train leaving at 12:01 in the morning. fireworks will definitely be seen and heard this independence day weekend, but authorities are warning people about the dangers and in particular about fireworks sold on the internet. it is illegal to buy fireworks online in california. however, investigators will cal- fire routinely find ads for 80s and more stars. ktvu found a redwood city man selling illegally fireworks on craigslist. >> i figured if it's okay for cities do it, then an individual might be able to do it. so lesson learned. >> the fireworks seller pulled his ad after our interview. there are 11 communities in the bay area and santa cruz dune allow the legal sale of so-

period that ended this week. according to one of his aide. the g.o.p.'s biggest fund- raiser is expected to report he's received at least $15 million in donations during that same time frame. former space shuttle commander mark kelly is dismissing reports he'll run for political office, mentioned as a possible senate candidate in arizona. his wife gabrielle giffords represents southern arizona in the house of representatives. he says, she's the politician in the family. he adds his main focus is taking care of his wife, who is recovering from being shot in the head last january. the u.s. postal service faces up to $8 billion in losses. the agency announced it will suspend performance bonuses and managers for managers and executives. they had earlied suspended contributions to the employee pension fund. over the past four year, the agency eliminated 110,000 jobs and reduced costs by $12 billion.

but now it says it needs to reduce even more. the postal service hopes to close smaller offices and wants congressional approval to cancel saturday deliveries. these an auto plants in japan with busy rolling out new cars. starting today the automaker says it will now have plants open on saturday and sunday to help save on electricity. workers will now get thursday and friday off. the idea is to help spread out electricity usage during peak power periods. japan is demanding companies across the country cut their electricity usage by 15%, all because of the shortage caused by the march earthquake and tsunami. pop star justin timberlake may turn myspace into an online version of "american idol." he is buying the website for $35 million. he is considered the creative force in the revamping of the social network. one idea is to feature a talent show or some other way to develop artists. he will explain his concept at

to actually get near that century mark. we do have a heat advisory in place this afternoon for inland areas, expecting back again for tomorrow. so take it easy, make sure you pack a hat for the kids. slightly cooler on monday although still above average, especially inland spots. tuesday a warm one, and then finally on wednesday, a little cooler along the coastline. we're expecting sea breeze to come back. back to you. summer heat is up and mosquitoes return, so too does the west nile virus. contra costa county officials just reported a dead bird found near walnut creek was carrying the virus, and in santa clara county health officials are reporting nine birds infected with the west nile virus. to avoid infections you should apply mosquito repellent, especially at dawn and dusk. also get rid of all standing water and report neglected swimming pools, which can be a breeding ground for mosquitoes. a new nationwide rule is tries to keep new doctors alert

and awake. the 19-page directive requires first-year residents to work more than than 16 straight hours instead of 30 in the past. they must also have a supervisor on-site and have at least 8 hours off between shifts. the change comes after public concerns over sleep deprivation and safety. >> we've done this with truck drivers and airline pilots. it really seems to be common sense that we are pushing the human body past its able to perform well. >> bonements say longer shifts allow residents to get to know patients better and provide them with continuous care. new rules do not apply to second or third-year residents juppe a father and daughter remain missing in the colorado mountains. about 40 rescuers are now searching for boulder doctor and his 20-year-old daughter. they disappeared after going hiking on june 22nd. searchers fear the pair may be trapped in steep terrain or caught in a river still swollen from high runoff.

witnesses say it appears the pilot was trying to take off when suddenly the seaplane went nose first into the bay, forcing a rescue and sink the plane. it was all caught on video and this morning crews are preparing to pull that seaplane out. and welcome back to mornings on 2, everyone. it's saturday, july 2nd. that plane went down around 7:30 last night in richardson bay in sausalito. in front of a crowd of witnesses. two men are inside are okay this morning but we learned this morning that plans are underway to pull that plane out. ali rasmus is life at the scene. ali. >> reporter: right now the plan is to started pulling the plane out of the water around 9:00 this morning. right now we're standing on the bridgeway water front in sausalito, right next to the horizons restaurant. and this plane is about 20 to 40 feet below the surface of

the water. amateur video captured this plane's attempted takeoff. you can see it taxiing for a while, then the plane makes it just a few feet in the air, before bobbing back into the water. then it started taking on water and sinking. the 75-year-old pilot and passenger managed to climb out of the plane unharmed. but now the next step is figuring out what will happen to the plane now at the bottom of the bay. and sergeant bill frost is with sausalito police, tell us who is going to be in charge of recovering this plane. we heard earlier that your agency contacted the army corps of engineers to assist. now it seems things are different. so what will happen this morning? >> yes, the army corps of engineers were contacted for information and to assist in this matter. due to the fact that this was a private airplane incident, that a private company has been contacted and obtained by the owner of the plane it they will be coming out to recover the plane. >> show this is now the plane owner's responsibility and he is in charge every paying for this recovery?

>> yes. >> and so what will we see at 9:00, once this process starts? >> on the water you'll see a series of vessels, one vessel from the sausalito police department marine patrol unit, also a vessel from the coast guard. our main jobs will be to ensure any environmental hazards are not present and ensure safety. also a recovery vessel whose goal will be to recover the vessel from under the water. you may also see a few divers in the water to help assist the vessels. >> and from what i understand, alcohol was not a factor in this incident and you're not concerned about fuel leakage. >> at this time we have no information about any hazardous material spills or any environmental impacts. however, an investigation is still on going. >> okay. sergeant bill frost, thank you for talking to us. we should see some dive boats, private companies that will be in charge of recovering this plane at the bottom of the bay

near sausalito. ali rasmus, ktvu channel 2 news. oakland city leaders say they will not jeopardize safety to reduce the budget. the new budget calls for city worker furloughs and the addition of 269 parking meters understand the 580 underpass and in the east lake area. the council approved funding cuts to the cable channel, oakland will rehire 22 police officers, push the department total to of of 660. supporters say the city has already spent millions training them. a university of california is considering another tuition hike to offset spending cuts in the new state budget. the school system is expected to lose about $150 million so the board of regents is considering a tuition hike of nearly 10%. that would mean tuition would go up about $1,000 for the academic year. just last fall the board of regents raised tuition 8%, a decision is expected in mid- july. it is not clear yet if the

tuition proposal will spark more protests at uc berkeley. back in march, eight students barricaded themselves inside wheeler hall to protest earlier budget cuts. that brought a large group of supporters outside the hall to rally on the students. the students did come out after campus officials met some of their demands, including holding a town hall meeting. families in california say the new budget targets them the most. about 80 people protested outside the social service agency in oakland. an estimated 2 million californians will suffer from cuts to their social services. the new budget reduces spending by $15 billion. >> the cuts will have me -- not only less money a month but start paying for medical. >> every penny counts. every penny. i don't pass one on the street that i don't pick up and say thank you for it. >> social service providers say they're hoping democratic lawmakers will push for a tax extension initiative next year. maria shriver is asking for divorce from arnold

schwarzenegger. she filed divorce papers yesterday in los angeles county. the couple married 25 years, shriver and schwarzenegger are announce end they separated last may. in the papers, shriver blames irreconcilable differences a week after their separation, schwarzenegger admitted he was the father of their housekeeper's child. shriver's filing does not mention a prenuptial agreement, that means shriver could get half of schwarzenegger's earnings from his body building and acting careers. she is also asking for spousal support, but did not request a specific amount of money. federal officials say a california school district did not do enough to prevent the harassment of a 13-year-old boy who committed suicide. south walsh told officials he was being bullied because he was gay. her he died his mother filed a complaint against the school district. federal education and justice department workers say the district failed in their duty, their legal duty, to protect

walsh. now the district has agreed to train staff on how to handle harassment complaints and will be monitored for several years. investigators say they are closer to figuring out what started the house fire that killed two san francisco firefighters last month. lieutenant perez and anthony valerio died from injuries suffered while battling the diamond heights house fire. now investigators say the fire does appear to have started accidentally due to an electrical failure. final testing on the electrical system of the home is still underway. the department's internal probe of the fire is expected to be completed next month. a san francisco neighborhood known for being a hotbed of crime is getting new attention from city hall and the police department. sixth street between market and howard streets is a two-block stretch marked by everything from shootings to drug dealings. steve barton owns the passion cafe on 6th street. he was robbed at his restaurant two months ago and was talking about shutting down the business and moving out. the public outcry brought

increased public police patrols, something barton has wanted for three years. >> it's just a two-block area that doesn't ever seem to get controlled, and if they wanted it to it would. >> since we've been stationed here we've seen a lot less drinking and public, a lot less drug dealing. >> now barton says he will stay, but hopes the city will finally carry out his promise to build a police substation in the neighborhood. construction plans have been given the green light and work is going to start only after the board of supervisors gives its approval. but that could happen next month. police say they have busted a indoor pot farm in santa cruz. officers say they seized about 100 plants and 20 pounds of marijuana from a business called santa cruz diesel and bio mechanics. soops and authorities received tips from the neighborhood about the illegal growing operation. officers have now red-tagged a building because of alleged problems with construction and wiring. police are now looking for the

business owner. two south san francisco store clerks cited after selling alcohol to minors. police say they caught the clerks in a decoy operation on wednesday. minors working with south san francisco police tried to buy alcohol from six stores altogether. the clerks face a $250 fine and at least 24 hours of community service. the stores could also lose their license to sell alcohol. good morning to you! a gorgeous view, blue skies overhead. the only place dealing with a little low cloud cover and fog this morning, right along the coast. we expect that to burn off fairly quickly as well. we'll all see sunshine for the weekend. we're looking at temperatures fairly mild out there this morning, similar to yesterday, some of us even slightly warmer. we do have westerly breeze, san francisco 12 miles per hour right now. and we're looking at just a little fog through daly city, pacifica, half moon bay reporting fog. calm conditions in oakland. most of us reporting calm conditions. san jose, westerly breeze to 5

saturday, july 2nd is here, and you are in for some heat today! let's get over to meteorologist rosemary roscoe with your holiday weekend forecast. hi, rosemary. >> good morning to you! mild temperatures along the coast a little fog, that will burn off. plenty of sunshine in store today and that heated advisory we're talking about starts at noon. lasts through 9:00. north bay and south bay, some temperatures expected into the mid and upper 90s, around these areas. the only place excluded is right along the coastline. we'll look outside your door, show what you to expect for your saturday and the rest of the holiday weekend, coming up. there's no immediate danger to anyone from a plane that ended up underwater near sausalito. that plane sank in richardson bay last night with lots of witnesses, including some with video cameras. ali rasmus is live now with more on how and when that plane is going to be recovered. good morning ali. >> reporter: good morning! right now we're standing on the bridgeway waterfront on sausalito, near richardson bay.

and this recovery mission, they're supposed to pull the plane out of the water an hour from now. that's when it's supposed to be slack tide here. that means there's no tidal current underwater, and taking a look at the surface of the water you can see it is very calm right now. police estimate this plane right now is somewhere between 20 to 40 feet below the surface of the water. after it sank yesterday evening. amateur video captured the plane's attempted takeoff. you can see it taxiing for a while, then the plane makes it just a few feet in the air before bobbing back into the water. and then after the plane's nose goes into the water, it starts to sink. the 75-year-old pilot and a passenger managed to climb out of the plane and were not hurt. but now the focus turns to getting this plane out of the bay. a private dive company has been hired to do the recovery at the plane owner's expense. sausalito police explained what it will look like out here once

that recovery begins. >> you'll see several different vessels with towing and hauling capabilities. you also probably see a diver or two in the water, as well as some local assistance from the police department and possibly the coast guard to check to make sure there's no environmental hazards snoozles police say the plane and the passenger are doing fine. they did not center to be treated at the hospital. they do not believe alcohol appears to be a factor in this incident. and they say at this point police are also not concerned about the plane leaking any fuel. the faa is considering this a plane incident, not a plane crash because there were no injuries and 2340 structural damage. so police are in charge of the investigation and figuring out how this plane went down. ali rasmus, ktvu channel 2 news. oakland police this morning are investigating two deadly shootings. the first happened around 10:15 last night at 62nd and avenues. the victim was pronounced dead at the scene and three hours later police responded to a

call at 57th and international, officers responding and found a man suffering from gunshot wounds. he later died at the hospital. no word on whether the shootings are related. police say they have not made an arrest in either case. one person was airlifted to uc davis medical center overnight after a crash in vacaville. chp says a man lost control of his vehicle on interstate 80, near allison drive, just after 3 this morning. the suv flipped, hit the guardrail and landed on its roof. the man's injuries were serious but his current condition has been not been released. there's a lot of extra traffic this holiday weekend and the chp is warning drivers to be alert. >> people just need to make sure they maintain the distance between themselves and other vehicles, give themselves plenty time to react to any things that may be in the roadways such as debris, other hazards and other vehicles coming to a stop. >> the chp is investigating if alcohol was involved in the crash. the highway patrol officer we talked to said chp has

already made several dui arrests in its crackdown this holiday weekend. there are checkpoints throughout the 50 area. many police agencies will have officers whose one job this weekend is to take drunk drivers off the streets. >> celebrate all you want but please use a designated driver or public transportation. do not get behind the wheel if you've been drinking and don't get in the car with a drinking driver as well. it's not worth it. >> during the weekend two years ago, seven people died in ducks i related recollection in california. 324 people were injured. pg&e says it has been operating some of its natural gas pipelines at pressures higher than recommended by federal safety officials. rev likes comes as the investigation continues into last september's deadly pipeline explosion in san bruno. as a result of this latest mistakes, they're lowering the pressure in some pipelines. the head of the public utilities commission calls the

news a serious failure. a man arrested for taking part in a protest against smart meters. josh hart and another protestor blocked a utility truck trying to leave the live oak facility. harvick will be charged with interfearing with a business and blocking a sidewalk. the other protestor was also cited. hart was arrested on similar charges at a protest last month. santa cruz police are releasing these pictures of an elaborate indoor pot farm they busted. officers say they seized about 100 plants and 20 pounds of marijuana from a business called santa cruz diesel and bio mechanics. authorities say they received tips from the neighborhood about the illegal growing operation. officers red-tagged the building because of alleged problems with construction and wiring. police are now looking for the business owner. law enforcement statewide are monitoring the streets and the web for illegal fireworks. authorities are noticing a rise in fireworks being offered on the internet. it is illegal to buy or sell

you're looking live outside across the san francisco bay on this saturday morning. it is going to be a very hot 4th of july weekend. some parts of the bay area will even flirt with those triple digits. and welcome back to mornings on 2, everyone. we are going to have your complete holiday forecast coming up in about seven minutes. but first, a salvage crew is now prepared to start recovery efforts of a plan that sank in richardson bay last night. many witnesses watched that plane flip over and sink, and ali rasmus is live in sausalito, where many witnesses caught that incident on video. ali. >> reporter: claudine, police say the pilot of that plane that sank has hired a private dive company to recover the plane out of the water. right now that plane is sitting about 20 to 40 feet below the surface of the bay. that recovery process is supposed to start around 9:15

or 9:20. that is when it's supposed to be slack tied out here on the water, meaning there's no underwater tidal current. you can see it is now very calm. one every things investigators are going to be looking into, what the conditions were like yesterday evening, when the plane tried to take off and sank. amateur video captured the plane's attempted takeoff you can see it taxi, then the plane makes it just a few feet in the area before bobbing back into the water. and after the plane's nose hits the water, it then starts to take on water and starts to sink. the 75-year-old pilot and passenger managed to climb out of the plane and were not hurt. but now the focus turns to getting the this men are outs of the water. a private dive company will do the work at the plane owner's expense. sausalito police say they did contact the ntsb, and the federal aviation administration yesterday evening, but those agencies are not involved in the investigation. >> because the vessel has been

-- taxiing, that it is -- does not fall under their jurisdiction and is not a plane crash, just a plane accident some the police department is conducting the investigation. >> sausalito police say alcohol does not par to be a factor in the incident and at this point they're not concerned about the plane's leaking any fuel. however, once this recovery gets underway, sausalito police explain we should start seeing some police vessels and coast guard vessels on the water just to make sure there are no environmental hazards and they will be keeping an eye on the salvage to happen about an hour from now. ali rasmus, ktvu channel 2 news. investigators are getting closer to finding the cause of the house fire that killed two san francisco firefighters last month. lieutenant perez and anthony valerio died from injuries suffered while battling the diamond heights house fire. investigators now say the fire appears to have started due to

accidental electrical failure. california's low-income families say the new state budget hurts them the most. about 80 people protested outside the alameda county social service agency in oak lands. two million californiaians will suffer from cuts to their social services. the new budget reduces spending by $15 billion. >> the cuts will have me not only less money a month but start paying for medical which i can't afford. >> every penny counts. every pasadena. i don't pass one on the street that i doesn't pick up and say thank you for it. >> social service providers say they are hoping democratic lawmakers will push for a tax extension initiative next year. people parking in oakland will help cover the city's budget. the approved plan calls for city worker furloughs and the addition of 269 parking meters under the 580 under pass and east lake area. the new budget also reduces funding to the city's cable channel, but oakland will be

able to rehire 22 police officers, pushing the department total to 660. supporters say the city has already spent millions to train them. the university of california is considering another tuition hike to offset spending cuts in the new budget. school system is expecting to lose about $150 million, so the board of regents is considering a tuition hike of nearly 10%. that would mean tuition would go up about $1,000 for the academic year. last fall they rised out takes 8%. a digs is expected in mid-july. >> it's not clear yet if the tuition proposal will spark more protests at uc berkeley. back in march they protested cuts and that brought a large group of supporters outside the hall to rally for the students. the students eventually came out after officials met some demands, including holding a town hall meeting. maria shriver made it official, she wants a divorce

looking for your help in solving a cold case murder. detectives say this woman, paula brian, was seen leaving a bar at sixth and mission with a man back in june of 2001. she was found murdered two hours later. police are now looking for this man, a sketch of him at the time of the incident. he is 6 feet tall, weighs 200 pounds at the time and also has a tattoo of a skull and crossbones on his upper right arm. if you have any information, you're asked to contact the san francisco police department. a san francisco neighborhood known for being a hotbed of crime is getting new attention from city hall and the police department. sixth street between market and hour streets is a stretch that's been marked by everything from shootings to drug dealings. steve barton owns the passion cafe on 6th street. he was robbed at his rant two months ago and was talking about shutting down the business and moving out. the public outcry brought increased police patrols, something barton has wanted for years. >> it's just a two-block area

that doesn't ever seem to get controlled, and if they wanted it to it would. >> since they've been stationed here, seen a lot less drinking in public, a lot less drug dealing. >> now barton says he will stay, but hopes the city will finally carry out its promise to build a police substation in the neighborhood. construction plans have been given the green light and work will begin when the board of supervisors gives its approval and that could happen next month. santa clara county is taking direct steps to help the homeless and those who are on the verge of living on the streets. a three-day survey of the homeless recently helped ed cale some people about services they could be receiving. hundreds lined up at san jose city hall yesterday to get some that much aid. organize essay they sri a growing number of families and seniors who have no place to call home. >> one of most painful things to learn was how many folks are living outside.

welfare administration. so we'll have to keep an eye out how all of their backgrounds come to bear on this verdict. >> all right. jessica stone reporting live, thank you so much. a 71-year-old washington state man will be in court today to face extradition after being charged in connection with a 1957 kidnapping and murder of a girl in illinois. jack daniel mccullough was arrested yesterday at the retirement community where he lived he kidnapped and killed seven years into maria in 1957. police say he was a suspect back then but had an alibi. the case ran cold after he changed his name and joined the military. but police say new information in the past several years led them to refocus on mccullough and discredit his alibi. work no more than 16 straight hours instead of 30 hours in the past. they must also have a supervisor on-site and they
